论中国共产党基层组织力的强化逻辑

摘　　要：中国共产党强化基层组织力,就是强化基层党组织的组织化程度,把党员和群众“组织起来”,形成落实重大任务的集中合力,打通落实党中央重大战略部署的“最后一公里”,符合马克思主义政党学说的基本原理;体现于百年来党一以贯之地增强基层党组织堡垒作用的历史过程之中;是党建引领基层治理的应有之义,加之基层治理又是国家治理的基石,因而,强化党的基层组织力也是推进国家治理体系和治理能力现代化的内在要求。确保基层党组织覆盖到社会各个领域,是强化组织力的前提;防止基层党组织弱化、虚化、边缘化,则是强化组织力的保障。The CPC’s efforts to strengthen its grassroots organization are for the purpose of en⁃hancing the degree to which the grassroots units are organized,or organizing the party members and the masses at grassroots levels in a way to empower them to carry out the major tasks of the party by re⁃moving obstacles“in the last mile”in implementing the party’s strategic plans.Such acts are in con⁃formity with the Marxist theory of political parties,and have been adhered to in the history of this cen⁃tennial party.They are a prerequisite for the party to strengthen grassroots governance,which is the corner stone of state governance.Therefore,strengthening CPC grassroots organization is also an intrin⁃sic need of the state to update its administrative and governance capabilities.As a precondition to this,effort must be made to see that grassroots CPC organizations cover all fields of society,and that they are in no way to be weakened,paralyzed or marginalized.
