基于政策工具视角下的基金会政策文本研究

摘　　要：文章以121份基金会行政法规和行政规章为分析对象,采用政策文本分析法,使用Nvivo plus11质性分析软件,构建政策演进分析模块,以及政策发布机构、政策工具编码、词频分析、政策文本聚类五大分析模块。研究发现,政策文本数量总体较少,且随着时间的推移呈现递增趋势;政策发文机构以民政部为核心,以财政部、国家税务总局为节点,各部门积极响应号召,不断出台政策给予支持,呈现出低密度、高中心势的“中心-边缘型”网络特征;政策工具使用比例失衡,强制型政策工具使用频率最高,自愿型政策工具的使用最低,经济引导型和服务型功能发挥有限;各部门基金会发展政策工具之间合作不充分,缺乏优势互补,难以激发基金会发展的动力与活动。未来国家应该不断完善基金会管理政策法律体系,构建政策主体协同治理机制,优化政策工具组合,形成精准的政策制定机制,以实现基金会高质量发展。The article uses 121 foundation administrative regulations and administrative regulations as the analysis object,adopts the policy text analysis method,uses the NVivo plus11 qualitative analysis software to construct the policy evolution analysis module,as well as the main body of policy release,policy tool coding,word frequency analysis,and policy Five analysis modules for text clustering.The study found that the main body of policy issuance is with the Ministry of Civil Affairs as the core,and the Ministry of Finance and the State Administration of Taxation as the nodes.Various departments actively respond to the call and continue to introduce policies to provide support,Showing the characteristics of a low-density and high-centricity"center-periphery"network;the use of policy tools is out of balance,mandatory policy tools are used the most frequently,voluntary policy tools are the least used,and economic guidance and service-based functions are limited.;Insufficient cooperation between various departmental foundation development policy tools,lack of complementary advantages,and difficulty in stimulating foundation development motivation and activities.In the future,the country should continue to improve the foundation management policy and legal system,build a coordinated governance mechanism for policy entities,optimize the combination of policy tools,and form a precise policy formulation mechanism to achieve high-quality foundation development.
