摘　　要："以人民为中心"的新型智慧城市是从"物"的智慧城市走向"人"的新型智慧城市。作为国家信息惠民试点城市和新型智慧城市标杆市,嘉兴紧紧遵循"以人民为中心"思想,聚焦民生服务与社会治理,以数据与技术为支撑,开展了新型智慧城市第一、二程建设实践以及以城市大脑、数字城市实验室等为载体与驱动的先行先试探索,为"以人民为中心"视角下的新型智慧城市建设提供了嘉兴经验、嘉兴素材和嘉兴样本。"以人民为中心"是新型智慧城市的价值导向,而新型智慧城市是实现"以人民为中心"的具体体现,只有坚持"以人民为中心"的新型智慧城市建设才能实现城市的全面优化与人的全面发展,这是新型智慧城市建设的本质内涵与最终目标。The"people-centered"innovative smarter city is a new type of smart city from"things"to"people".As a national information-benefiting pilot city and the benchmark city of innovative smarter city,Jiaxing focuses on livelihood services and social governance.supported by data and technology,Jiaxing has carried out a series of innovative smarter city constructions with urban brains and digital city laboratories as carriers and drives.The practice and exploration of the"people-centered"perspective provides more Jiaxing experience and Jiaxing samples for the construction of innovative smarter city."People-centered"is the value orientation of the innovative smarter city,and the innovative smarter city is a concrete manifestation of the realization of"people-centered".Only by adhering to the"people-centered"innovative smarter city construction can achieve the goal of overall development of the city and people.This is the essential connotation and ultimate goal of the innovative smarter city construction.
