奥运备战视角下日本竞技体育发展经验梳理及启示--基于SPLISS模式的探究

摘　　要：运用文献资料与内容分析相结合的研究方法,以BOSSCHER等提出的“国际竞技运动成功关键政策因子”(SPLISS)模式作为分析工具,对日本竞技体育发展策略进行探讨,深入探讨日本竞技运动发展的成功因素,并在此基础上,提出对于我国的启示,以期为我国竞技体育发展提供一定的借鉴与参考.研究发现,日本竞技体育发展策略,已全面涵盖了SPLISS模式下5个成功关键因子,核心经验如下:(1)在经费支持上,由政府主导,偏重于直接“资助”;(2)在政策整合方面,行政组织呈现为集中化管理;(3)在人才选拔上,重视以“项目”进行学校体育人才的挖掘;(4)在教练员培养上,以薪酬变革与严苛的等级考核推动;(5)在科研支持上,“分工精细化”日益突显.以上诸种经验皆对我国具有一定的启示.By using the research method of literature data and content analysis and taking the“Key Policy Factors for the Success of International Competitive Sports”(SPLISS)model proposed by BOSSCHER et al,as an analysis tool,this paper attempts to discuss the development strategy of Japanese competitive sports and give an in-depth discussion on the successful factors of the development of Japanese competitive sports so as to put forward the enlightenment for our country and provide a certain reference for the development of competitive sports in China.The study results show that the development strategy of Japanese competitive sports has fully covered the five key factors for success under the SPLISS model.The core experience is as follows:(1)In terms of funding support,it is led by the government and emphasizes direct“funding”;(2)In terms of policy integration,the administrative organization appears to be centralized management;(3)In terms of selection of talented person,the emphasis is placed on the excavation of school sports talents through“projects”;(4)In the training of coaches,it is promoted by salary reform and strict grade assessment;(5)In terms of scientific research support,the“division of labor”has become increasingly prominent.All the above experiences have certain enlightenment to our country.
