摘　　要：新时代背景下,质量兴农是确定农业发展思路,推进农业农村经济高质量发展,实现农业强、农村美和农民富的重要举措。耕地资源作为农业生产不可或缺的关键要素,直接影响着农业发展的质量和效益。因此,耕地资源优化配置是实现质量兴农的必由之路。文章立足供给侧结构理论、结构-功能理论、涌现理论,采用文献研究法和逻辑分析法,深入分析质量兴农的科学内涵和内在逻辑,认为耕地资源优化配置与质量兴农的最终实现目标是一致的,实现途径高度统一。并从耕地质量提升、耕地规模利用、耕地集约经营、耕地利用分区等四个层面系统地提出了耕地资源优化配置的具体路径。On the background of the new era, quality agriculture is an important measure to determine the development of agriculture, promote the high-quality development of agricultural economy, and achieve powerful agriculture, rich peasants and prosperous rural. As the indispensable factor of agriculture, cultivated land resources directly affect the quality and efficiency of agriculture. Only cultivated land resources are optimized, can quality agriculture be realized. The concept of "quality-oriented agriculture and rural development" and its inherent logic are discussed using literature analysis and logical analysis. And it is pointed out that the optimal allocation of cultivated land resources and the quality of promoting agriculture are consistent in the ultimate goal and the realizing approach. The optimal allocation paths of cultivated land are presented systematically from the aspects of cultivated land quality improvement, scale utilization, intensive management, and land use division. The study enriches the systematic analysis of optimal allocation of cultivated land resources and provides a reference for the implementation of promoting quality-oriented agriculture and rural development.
