长期护理保险制度覆盖城乡居民的参保筹资路径选择:基于晋江个案研究

摘　　要：我国人口老龄化问题日趋严重,失能老人照护需求的增长与医疗护理资源短缺之间的矛盾日渐明显,因此有必要建立健全长期护理保险制度,并发展可持续的筹资机制。为给长期护理保险的参保筹资路径提供政策思路,拓宽其政策覆盖人群和发展多元化的筹资机制,提升社会保障制度的普及性和稳定性,文章以晋江市为对象展开案例研究,对其长期护理保险参保筹资机制进行梳理,并回顾和总结政策实践带来的社会与经济效益。分析我国长期护理保险各试点现有的参保和筹资模式之利弊,进而探讨晋江模式的相对优势和相关经验的适用性。晋江经验为长期护理保险项目的筹资模式与覆盖方式提供了创新路径可供参考。The problem of aging population in China is increasing seriously,the contradiction between the growth of care demand for the disabled and the shortage of medical and nursing resources is becoming more and more obvious.It is necessary to develop and improve a sustainable long-term care insurance system and financing mechanism,to provide policy suggestions for the financing path of long-term care insurance,which aims at broadening its policy coverage and developing diversified financing mechanisms,so as to enhance the popularity and stability of the social security system.Taking Jinjiang as an example to carry out the case study,it sorts out Jinjiang’s financing mechanism of its long-term care insurance system,reviews and summarizes the social and economic benefits brought by the policy practice.It analyzes the advantages and disadvantages of the existing coverage and financing models of long-term care insurance pilot projects in China,and discusses the relative advantages of Jinjiang model and the applicability of its experience."Jinjiang experience"offers an innovative path for the financing mode and coverage of long-term care insurance project for reference.
