清末新政时期的豫南矿务公司  

The Southern Henan Mining Company during the Period of the Late Qing Reforms

摘　　要：光绪二十八年(1902),河南巡抚锡良奏准设立豫南矿务公司,经营黄河以南全部矿务。豫南公司的设立,一方面来自锡良抵制福公司掠夺豫北矿产的努力,另一方面也有禹州地方绅商和知州曹广权的推动作用。在锡良督催下,公司制订了豫南矿务开采计划,并支持禹州、密县、嵩县、荥阳等地区进行勘矿与试采。然而在公司缺乏资本,官督商办的经营模式下,亦不能得到绅商的充分合作,加之官府对地方控制孱弱,难以落实收编改造土窑的计划,经营陷入困境。锡良离任后,随着福公司矿案交涉的进展,河南官府注意力转向豫北矿区,豫南公司被逐步裁并,各矿封停或回归绅商自办。豫南公司的困境,一定程度上反映了清末新政在地方推行过程中的结构性限制。In 1902,Xi Liang,the governor of Henan province,founded the Southern Henan Mining Company,so as to exploit all mineral resources lying in the area south of the yellow river.Xi Liang expected the company to resist economic plunder of the Pekin Syndicate Limited.In the meantime,Cao Guangquan,the mayor of Yuzhou,as well as local squires and merchants,also promoted the establishment of the Southern Henan Mining Company.Xi Liang pushed the company to formulate a project of mineral exploitation,the company also supported mineral prospecting and exploitation in Yuzhou,Mixian,Songxian and Xiongyang.However,the company lacked capital,and it couldn’t get enough support from squires and merchants because of the supervision from the government in the business process.The government couldn’t effectively control the local society,which caused the company failed to acquire private mine.As a result,the company ran into trouble.After Xi Liang left Henan,the local government got progress in the negotiation with the Pekin Syndicate Limited,then transferred attention to mineral resources in northern Henan.The Southern Henan Mining Company was gradually dissolved,its mine was closed or took over by squires.The predicament of the Southern Henan Mining Company also reflected some structural constraints that hindered the progress of the late Qing reforms in the local society.
