Social Embededness in Ensuring People s Psychological Wellbeing

摘　　要：我国社会心理服务体系建设从中央工作部署“示范联系点”到“试点地区”逐步开展,已经取得初步成效。社会心理服务具有民生国家关怀广泛性、社会利益长远性的特点,是党在国家治理和社会治理事业探索中的一项重要执政创新。中央的政策指向、原则方略、基本要求同地方的落地做实、工作细化、任务分解相承接,反映了试点治理的央地关系。从国家动员视角来看,权力精英领导动员体现民生心理关怀的政治优势;运行架构组织动员保障民生心理关怀的制度执行;专业系统技术动员支撑民生心理关怀的体制力量;参与力量整体动员营造民生心理关怀的社会情感。The construction of China s social psychological service system has been gradually carried out from the“demonstration projects”developed under the requirement of the central government to the expanded experimental projects carried out in the“pilot areas”.From these projects,some important preliminary results have been achieved.The social psychological services offered currently are characterized by the extensiveness in the care for people s livelihood given by the government and considerable long-term social interests.It is an important innovation of the Party in its exploration of good and effective national governance and social governance.The central government s policy direction,principles,strategies,and basic requirements are dovetailed with local implementation,refined work,and task decomposition,reflecting a good coordination taking place between the central government and the local governments in the pilot regions.From the perspective of national mobilization,the mobilization of power elites leadership reflects the political advantages in ensuring people s psychological wellbeing;the construction of a well-functioning organization institutionally ensures the implementation of the psychological service system;the mobilization of qualified professionals ensures the institutional forces supporting the psychological care for enhancing people s livelihood;and the overall mobilization of different participating forces creates the social emotions for ensuring people s psychological wellbeing.
