我国现代化都市圈发展的若干理论和对策建议——以大南昌都市圈构建为例

摘　　要：构建现代化都市圈是推进新型城镇化的重要手段,既可优化人口和经济的空间结构,又能激活有效投资和潜在消费需求,增强内生创新动力。本文系统研判世界都市圈发展趋势和经验,探讨我国都市圈发展现状及面临的主要挑战,在此基础上对南昌都市圈进行实证分析,最后提出构建南昌现代化都市圈七大对策建议:强化南昌核心增长极地位、完善都市圈层级体系、以改革开放实现都市圈跨越式增长、提升区域综合实力和竞争优势、推动运输网络整合和协同发展、促进圈域公共服务和资源共享、建立大南昌都市圈区域协调和实施机制。Building modern metropolitan areas is an important means to promote new-type urbanization,which not only optimizes the spatial structure of population and economy,but also activates effective investment and potential consumption demand and strengthens the endogenous driving force for innovation.This paper makes a systematic analysis of the development trend and experience of the world metropolitan areas,discusses the development status and main challenges of China's metropolitan areas,compares and analyzes Nanchang metropolitan area,and finally puts forward seven countermeasures and suggestions for the construction of Nanchang modern metropolitan area:strengthening the core growth pole position of Nanchang,improving the metropolitan area level system,pursuing leapfrog development of the metropolitan area by opening up,enhancing regional comprehensive strength and competitive advantage,promoting the integration and coordinated development of transportation network,promoting regional public services and resource sharing,and establishing regional coordination and implementation mechanism of the metropolitan area.
