进口贸易技术溢出对高技术产业技术创新的影响——基于PVAR模型的检验

摘　　要：近年来中国实施了优化进口商品结构、鼓励先进技术和关键设备进口的促进进口政策,但其与国内研发活动投入对高技术产业技术创新产出的协同影响尚未受到关注。本文基于PVAR模型,利用2009—2019年的省际面板数据对中国高技术产业的进口贸易、国内研发活动投入与高技术产业创新产出的关系进行研究发现:进口贸易技术溢出效应对技术创新具有显著的正向影响,但存在一个短暂的消化外来技术的吸收时滞,同时对国内研发投入产生一个挤出效应,而国内研发活动投入在短期内对技术创新呈现负向影响,具有一定的滞后性,但长期则具有正向影响。由此,提出对策建议:重塑高技术产业创新生态系统,进一步完善进口贸易政策,构建协同、高效的自主创新体系,强化财税激励政策,加强知识产权保护。China has implemented the import promotion policy of optimizing the import commodity structure and encouraging the import of advanced technology and key equipment in recent years.However,the synergistic effect of R&D activities and the investment in domestic R&D activities on the technological innovation output of high-tech industries has not been concerned.Based on the PVAR model,this paper uses the provincial panel data from 2009 to 2019 to study the relationship of China's high-tech industries'import trade,domestic R&D investment and innovation output of high-tech industries.It is found that the technology spillover effect of import trade has a significant positive impact on technological innovation,but there is a short time lag in assimilating foreign technology,and a crowding out effect on domestic R&D investment.However,domestic R&D investment has a negative impact on technological innovation in the short run,with a certain lag,but has a positive impact in the long run.Based on this,this paper puts forward the following countermeasures and suggestions:remoulding the innovation ecosystem of high-tech industry,further improving the import trade policy,building a collaborative and efficient independent innovation system,strengthening fiscal and tax incentive policies,and strengthening the protection of intellectual property rights.
