四川省X村盘活闲置资源的实践与探索

摘　　要：面对城镇化带来的虹吸效应,一方面,农村逐渐“空心化”;另一方面,农村闲置的宅基地和农房等资源越来越多。如何将农村大量闲置的集体建设用地、宅基地和农房等资源盘活利用起来,已成为“三农”中急需解决的问题。针对此问题,四川省X村进行了有益的探索。该村以现有产业为基础,吸引社会资本前来投资,从而有效的盘活了村闲置农用地、集体建设用地、宅基地和农房等资源,让“沉睡”的资源变资产,当地村民因此受益。X村的做法对盘活农村闲置资源具有一定的借鉴意义和推广价值。The siphonic effect of urbanization in the countryside includes two aspects:on the one hand,the countryside is gradually“hollowed”;on the other hand,more and more idle homesteads and farm houses have emerged in the countryside.How to make full use of the large amount of idle collective construction land,homesteads,and farm houses in rural areas has become an urgent problem in“San-Nong”(refer in particular to agriculture,rural areas and farmers issues).Therefore,in response to this problem,Village X in Sichuan Province has implemented a useful exploration.Based on the existing industries,Village X invited social investment,thereby effectively revitalized the village’s idle agricultural land,collective construction land,homesteads,and farm houses,etc.,waking up the“dormant”resources into active assets,which benefited the local villagers.Therefore,the practice of Village X has considerable significance in offering reference and promoting value for idle resources revitalization in rural areas.
