大学引导区域创新发展的路径探析——以英国东北区域实践为例

摘　　要：从区域创新体系视角出发,以英国东北区域实践为例,文章试图建构大学引导区域创新发展的概念模型。研究表明,英国东北区域大学引导的区域创新发展呈现出以下特征:鼓励性和开放性的政策环境、区域发展政策将大学视为重要创新主体、建立异质性中介组织以增强区域供需机制间的联系、区域内各高等教育机构之间深厚的合作传统。由此,为推进我国大学引导区域创新发展,可以从完善制度保障、强化区域创新体系的沟通网络和激活大学枢纽功能等维度发力。From the perspective of regional innovation system and taking the regional practice in northeast UK as an example,this paper attempts to construct a conceptual model of university-led regional innovation development.The study shows that the university-led regional innovation system in the northeast of the UK presents the following characteristics:an encouraging and open policy environment,regional development policy regarding universities as important innovation subjects,establishment of heterogeneous intermediary organizations to strengthen the connection between regional supply and demand mechanisms,and deep cooperation tradition among higher education institutions in the region.Accordingly,in order to promote the development of university-led regional innovation system in China,efforts can be made from aspects of improving the institutional guarantee,strengthening the communication network of regional innovation system,and activating the hub function of universities.
