摘　　要：学术传播和学术评价是繁荣发展中国哲学社会科学赋予学术期刊的历史使命和责任担当。有关部门对“核心期刊”评价体系认知偏差和运用不当是引发学术功能异化的重要因素。新时代学术期刊高质量发展,要按照“定位明确—建立标准—机制保障—规范评价”的逻辑改进学术期刊发展的制度进路,重塑其发展体系。具体而言就是:正确认知和运用好核心期刊评价体系,构建引导学术期刊回归本位的联动支持力量;构建学术期刊高质量发展的指标体系;建立健全引导、保障学术期刊高质量发展的制度体系;实行以学术共同体为评价主体的同行评议制度。Academic communication and academic evaluation are the historical missions and responsibilities entrusted to academic journals by the prosperity and development of Chinese philosophy and social sciences.The cognitive deviation and improper application of the evaluation system of“core journals”by relevant departments are important factors that lead to the alienation of academic functions.For the high-quality development of academic journals in the new era,it is necessary to improve the institutional approach to the development of academic journals and reshape their development system according to the logic of“clear positioning,establishing standards,mechanism guarantee,and standardized evaluation”.Specifically,we should correctly recognize and apply the evaluation system of core journals,and build a linkage support force to guide academic journals to return to the standard;Construct the index system of high-quality development of academic journals;Establish and improve the system to guide and guarantee the high-quality development of academic journals;Implement the peer review system with the academic community as the evaluation subject.
