我国省域经济绿色发展评价——基于绿色全要素生产率的视角

摘　　要：以提高绿色全要素生产率(GTFP)为导向的绿色发展是化解经济发展与资源环境之间矛盾、实现经济高质量发展的必然选择。引入势效系数改进扩展C-D生产函数进而建立GTFP模型,测算2008—2019年我国及各省(自治区、直辖市)GTFP,并对我国省域绿色发展进行评价。结果表明:我国GTFP呈上升趋势,年均增长3.37%,整体绿色发展水平逐年提高;我国区域GTFP不平衡问题仍然比较突出,区域间差异对总体差异的贡献率较大但呈缩小趋势,而区域内差异贡献率较小但呈扩大趋势;我国省域GTFP总体呈现“东高西低”“南快北慢”态势。“十四五”时期,要深入贯彻新发展理念,以GTFP引导地方高质量发展;大力发展绿色经济,努力实现“绿富同兴”;坚持系统观念,统筹区域间和区域内协调绿色发展;积极发展绿色金融,助力区域经济绿色转型。Green development guided by improving green total factor productivity(GTFP)is the inevitable choice to resolve the contradiction between economic development and resources and environment and to achieve high-quality economic development.The potential effect coefficient is introduced to improve and expand the C-D production function and then the GTFP model is established to calculate the GTFP of China and various provinces(autonomous regions and municipalities)in 2008 and 2019,and evaluate the provincial green development of our country.The results show that China's GTFP shows an upward trend,with an average annual growth rate of 3.37%,and the overall level of green development increases year by year;the problem of regional GTFP imbalance in China is still prominent,and the contribution rate of inter-regional differences to the overall difference is large but shrinking,while the contribution rate of intra-regional differences is small but expanding;China's provincial GTFP is generally"high in the east,low in the west"and"fast in the south and slow in the north".During the 14th five-year Plan period,it is necessary to thoroughly implement the new development concept,use GTFP to guide local high-quality development,vigorously develop green economy and strive to achieve"green prosperity";adhere to the concept of system and coordinate inter-regional and intra-regional coordinated green development;actively develop green finance to help the green transformation of regional economy.
