恩格斯对城市贫困问题的研究史及其当代启示

摘　　要：恩格斯对城市贫困问题的研究史体现为探索、深化、拓新的思想进程。在探索阶段,恩格斯通过对蒸汽革命时期城市贫困问题的敏锐洞察、对相关城市反贫困思想的经济哲思、对工厂制度改变各部门劳资关系的前沿探索,已经认识到城市贫困问题是资本主义社会矛盾的突出表现,属于无产阶级状况的典型时代现象,并把矛头指向资本主义私有制。在深化阶段,恩格斯通过比对城市贫困问题与不同时代、城乡差距、治理策略的关联,瞄准城市贫困的社会根源和根治之道。在拓新阶段,恩格斯密切追踪在电气革命、垄断组织等影响下城市贫困问题的新动向,并进一步细探了城市贫困治理的最新现状。恩格斯研究城市贫困问题的思想进程相互支撑、环环相扣、接续递进,为我们透彻研判当代城市贫困治理的方向、谋划2020年后我国贫困治理思路提供了强有力的理论支撑和实践指导。The history of Engels’research on urban poverty is embodied in the ideological process of exploration,intensification,and innovation.In the exploratory stage,through his keen insight into urban poverty during the steam revolution,economic philosophy on relevant urban anti-poverty ideas,and cutting-edge exploration of the factory system changing labor relations in various departments,Engels has realized that urban poverty is a prominent manifestation of the contradictions in the capitalist society and typical era phenomenon of the proletariat,and points the spearhead at capitalist private ownership.In the deepening stage,Engels aims at the social root and radical cure of urban poverty by comparing the relationship between urban poverty and different eras,urban-rural gaps,and governance strategies.In the new stage,Engels closely tracks the new trends in urban poverty under the influence of the electrical revolution and monopoly organizations,and further explores the latest status quo of urban poverty governance.Engels’ideological process of research on urban poverty is mutually supportive,interlinked and continuous,providing us with strong theoretical support and practical guidance of the thorough study and judgment of the direction of contemporary urban poverty governance and planning of our country’s poverty governance thinking after 2020.
