摘 要:随着全球大规模风电、光伏的持续开发,系统的净负荷波动不断增加,迫切需要建立可量化而又高效的广域电力系统优化规划模型,促进广域范围多种灵活性资源规划研究。首先,以简化的机组组合模型为基础,建立计及多种灵活性资源出力约束和基于时序的生产运行模拟模型,以系统总成本最低为优化目标,考虑多种投资决策和生产运行约束,最终优化出系统目标水平年的新能源电源、互联电网及储能的容量,并归纳新能源-互联电网-储能联合规划的分析流程。其次,利用以上模型方法开展案例分析,以东北亚2035年源-网-储规划方案为基础,优化计算2050年的新增新能源、电网互联及储能容量,并在此基础上进一步阐述新能源装机容量、电网互联容量、储能容量、新能源装机与储能容量之间的关系、电网互联与储能容量之间的关系等关键问题。最后,基于以上分析,给出源-网-储规划中应该尽量避免的误区和统筹优化建议,为未来高比例新能源电力系统的规划提供技术参考。With the continuous development of global large-scale wind power and photovoltaic power(PV), the net load fluctuations in the system keep intensifying. It creates an urgent need to build a quantifiable and efficient wide-area power system optimization planning model, which can promote the research on planning multiple flexible resources in a wide area. This paper first constructed a time-series operational simulation model considering the output constraints on multiple flexible resources, which is based on a simplified power system unit-commitment model. The capacity of renewable-energy power supply, power grid interconnection, and energy storage in the target level year was optimized, and the analysis process of generation-transmission-storage coordinated optimization planning is summarized. Secondly, the case analysis was performed with the above model, and the capacity of new power generation, power grid interconnection, and energy storage in 2050 was optimized, which was based on the generationtransmission-storage plan of Northeast Asia in 2035. Further, the key issues were elaborated, such as renewable-energy installed capacity, power-grid interconnection capacity, energy storage capacity, the relationship between renewable-energy installed capacity and energy storage capacity, and that between power grid interconnection and energy storage capacity. Finally, some misunderstandings that should be avoided in generation-transmission-storage planning and coordinated optimization suggestions were discussed to provide a technical reference for future planning of a high-proportion renewable energy power system.
