农村公共文化服务体系与乡村旅游的融合发展——以浙江德清总分馆改革为例

摘　　要：针对农村公共文化服务效能困境和高质量文化建设有利于促进乡村旅游大发展的现实因素,有必要因地制宜开展以文旅融合为导向的农村公共文化服务模式转型发展。文章以浙江德清县村镇图书室改革实践为样本,采用案例分析法探究德清农村公共文化服务转型为图书馆总分馆体系的改革实践及其运营模式。文章提出以公共文化场馆打造旅游目的地的三大类型和"环境-文化-教育-组合"的四维吸引力框架,依托上述框架分析德清县图书馆总分馆体系的运营模式。研究表明:将县域总分馆制改革融入文旅融合大环境有利于盘活乡村农家书屋、镇图书室等农村公共文化设施,促进基层公共文化高质量建设的同时,带动乡村旅游产业更好发展。In view of rural public cultural services’efficiency dilemma as well as its positive role in the healthy development of rural tourism,it is necessary to promote an integrated development model of rural public cultural services and rural tourism.This paper proposes three types of tourism destinations based on public cultural facilities and a four-dimensional tourism-attractive framework of“nature-culture-education-combination”.It then makes an analysis of the reform practice of Deqing County’s rural public cultural services,with a focus on its General-and-Branch library system.The result shows that under the total background of the integrated development of cultural services and tourism,the reform of county-level general-and-branch library system can help to revitalize rural public cultural facilities like rural bookstore and township libraries,promote the highquality development of grass-roots public culture,and drive the better development of rural tourism as well.
