英语国家大学教师评议会:大学传统的守护者

摘　　要：面对高度竞争、市场化的环境,现代大学治理需要提高效率、减少资源消耗,但是大学教师评议会这种传统的社团式学术治理仍然是多数英语国家大学中的主要治理方式。大学教师评议会面临着来自高级管理人员和行政管理体制等方面的严峻挑战,形成了功能型、影响型、仪式型和冲突型四种不同类型的评议会。不同国家的不同类型的大学在不同时期,其大学教师评议会最大的不同在其功能或责任上。但是,大学教师评议会在与行政管理人员博弈过程中保持了共同体传统,成为大学传统的守护者。It is claimed that college governance is appropriate and effective as a primary mechanism for decision-making in contemporary universities although it is inconsistent with the competitive and market-based environment facing contemporary universities within which decisions regarding management of reduced resources need be made quickly.The faculty senates are facing serious challenges from senior management and the administrative system.For understanding faculty senates they are divided into four models:functional,influential,ceremonial,and subverted.These models provide a conceptual frame to comprehend senates in the different functions and responsibilities in improving the effectiveness of campus governance.They maintains the community tradition in the process of playing games with administrators and can not stand still any more,but should adopt new technology and new strategies to face the challenge positively.
