摘　　要："十三五"期间,中国海油重视发挥规划对公司发展的引领作用,持续推动规划管理创新与实践。针对规划研究能力、内容体系、编制质量与效率、规划实施等规划管理薄弱环节,构建了"三位一体"规划管理架构、"三级三类"规划内容体系、"两级五类"规划研究体系。加强规划研究的组织与管理,探索运用了规划编制的新模式、新工具和新方法,以坚持每年编制滚动规划为抓手,不断开展创新探索,逐渐形成了涵盖规划研究与编制、执行与监控的规划管理"闭环"。通过建立战略、规划、计划有效衔接机制,形成了中国海油战略规划管理"双闭环",在"十三五"规划执行、"十四五"规划编制、制度体系完善以及管理能力提升等方面取得了良好效果。CNOOC have been making emphasis on the leading role of enterprise planning in company development and therefore continuously has carried out innovation and practice on planning management since the beginning of the 13 thFive-Year Plan period. Focusing on such weak links of planning and management as planning research capability,content system,formation quality and efficiency,implementation,CNOOC built the"Three in One"planning management structure,the"Three Levels and Three Categories"planning content systemand the"Two Levels and Five Categories"planning research system;strengthened the organization and management of planning research,and explored the use of new modes,tools and methods through insisting on forming rolling planning annually as a key working carrier,kept innovation and exploration,formed a"closed loop"of planning management covering planning research and compilation,implementation and monitoring.Furthermore,the CNOOC"double closed loops"of strategy and planning management were formed by constructing cohesive mechanism among enterprise development strategy,planning,and annual plan implementation. All these innovation and practice above helped the execution of 13 thFive-Year Plan with high quality,compiling 14 thFive-Year Plan with high efficiency,and the remarkable improvement of planning management system and capabilities for CNOOC.
