摘 要:在城市照明专项规划中,如何对城市中心城区进行照明环境分区一直缺乏统一标准。2020年5月,住房和城乡建设部在国际照明委员会(CIE)规定基础上依据城市景观价值属性,以城市功能为基础对城市照明环境分区进行了分类,为城市照明环境分区的划定给予了明确的框架性依据,但在实际操作中,该分区方式依然存在科学性、客观性不足,缺乏可操作性的问题。文章希望能站在城市设计的角度上,从土地的社会属性、功能属性和景观属性进行科学评估。论文以张家港城市中心区环境亮度分区为例,尝试采用多属性因子赋权的方式,通过量化方法分析城市景观要素,积极探索出一个与总体城市设计结合紧密、展现城市特征的城市照明环境亮度分区方案。In the special planning of urban lighting, there has been a lack of uniform standards on how to partition the lighting environment of the city’s central urban area. In May 2020, based on the provisions of the International Commission on Illumination(CIE), the Ministry of Housing and Urban-Rural Development delimited the urban lighting environment zoning based on the urban functions according to urban landscape value attributes, and provided a clear framework for the partition of the urban lighting environment. However, this method of partition still has the problems of lack of scientific, objectivity and operability in the real practices. This article hopes to be able to scientifically evaluate the social, functional and landscape properties of the land from the perspective of urban design. Taking the example of the lighting environment zoning of central urban of Zhangjiagang, the article tries to use the method of multi-attribute factor weighting, analyzes urban landscape elements through quantitative methods, and actively explores an urban lighting environment brightness zoning scheme that is closely integrated with the overall urban design and exhibits urban characteristics.
