产业基础能力解构的要素配置演化逻辑

摘　　要：英、德、美、日等国及地区在历史上相继崛起的最根本原因在于,其依靠基于高级要素为主体的高级要素配置结构,实现了产业高级基础能力。中国若要实现从产业初级基础能力、产业中级基础能力向产业高级基础能力的过渡,及其在此基础上不断促进产业优化升级和经济高质量发展,进而让广大国民分享技术进步、生产率提高及经济发展的成果,就应在定量初级要素和资本要素投入量的前提下,逐步增加高级要素的投入量,使高级要素在要素配置结构中占据主体地位,依靠高级要素边际收益递增的优势来突破初级要素和资本要素的边际收益递减的劣势,逐步实现从产业初级基础能力向产业中级基础能力再向产业高级基础能力的转变。As far as the logical level of element configuration was concerned, in history, the most fundamental reason of the rise of such countries as Britain, Germany, the United States, Japan and other countries was that they depended on factor allocation strategy 3.0 which took advanced elements as the main body, and engaging in high quality economic activities with the main characteristics of high added value, high profit margin and high wage rate for achieving industrial upgrading 3.0. Under the background of global value chain division of labor, in industry and high-tech industry, high quality economic activities and low quality economic activities have separated.However, in Chinese industry and high-tech industry chain, the disadvantage lies in the lack of high quality economic qualities. As a result, in order to realize industry upgrading 3.0 and economic high-end development, China ought to engage in high quality economic activities represented by knowledge, information, technology and other advanced elements, and be a dominant position in the value chain of high quality economic activities as development, design as well as brand.
