村级工业园升级改造评价体系研究——以佛山市顺德区为例

摘　　要：村级工业园的升级改造是珠三角地区城市更新的一个重要方向,本文提出了一个村级工业园升级改造多指标体系,包括升级改造适宜性和升级改造潜力两个类型,并分为镇(街)级和园区级两个级别,采用AHP方法计算各指标的权重,采用综合评价指数模型计算评价结果。本文以佛山市顺德区为例,采集了382个村级工业园区数据,进行指标数值计算,并且根据计算结果,对顺德区村级工业园工作做定量评价分析,将园区分为优先升级改造型、可升级改造型、待升级改造型、不宜升级改造型等类型。实验表明,通过指标的定量化计算,可以有效分析研究区域村级工业园升级改造的现状并对未来改造工作给予指导,为中长期改造规划编制提供科学依据。The upgrading and reconstruction of village-level industrial park is an important direction of urban renewal in Pearl River Delta.The paper proposes a multi-level index system for upgrading and reconstruction of village-level industrial park.The index system includes two kinds of evaluating index:upgrading and reconstruction suitability and upgrading and reconstruction potential,and is divided into town (street) level and park level.AHP method is used to calculate the weight of each index and comprehensive evaluation index model is used to calculate evaluating results based on the model.This paper takes Shunde District of Foshan City as an example,collects the data of 382 village level industrial parks,carries out the numerical calculation of the index,and according to the calculation results,makes a quantitative evaluation and analysis of the work of Shunde District’s village-level industrial parks,and these industrial parks were classified into four types:Priority to upgrade,upgradable,to be upgraded,not suitable for upgrading etc.The experiment shows that the quantitative calculation of the indicators can effectively analyze the current situation of the upgrading and reconstruction of the village-level industrial park,guide the future reconstruction work,and provide calculation basis for the medium-term and long-term reconstruction planning.
