摘　　要：面向未来,长三角港口群一体化治理应在充分尊重现实的基础上开拓创新,按照“三结合”的指导思想,根据规划、投资、运营、服务、管理一体化的要求,着力实现“四统一”的目标。其中,“三结合”是指统筹和效率相结合,增量和存量相结合,硬件和软件相结合;“四统一”是指形成统一的物流设施网络体系,形成统一的物流服务市场环境,形成统一的信息互联互通平台,形成统一的政策和机制创新,以实现港口群整体吸引力和竞争力的提升。For the future,the integrated governance of the Yangtze River Delta port cluster should be innovative on the basis of full respect for the reality,in accordance with the guiding ideology of“three combinations”,and according to the requirements of integration of planning,investment,operation,service and management,focus on achieving the goal of“four unifications”.Among them,“three combinations”refers to the combination of coordination and efficiency,the combination of incremental and stock,hardware and software;“four unifications”refer to the formation of a unified logistics facility network system,a unified logistics service market environment,a unified information interconnection platform,and a unified policy and mechanism innovation,in order to achieve the overall attractiveness and competitiveness of the port group.
