深入推进土地利用年度计划管理改革的建议

摘　　要：土地是重要的生产要素,也是支撑区域经济高质量发展的重要载体。新时代以来,顺应区域经济发展“分化”与“极化”并存的态势,土地资源配置方式也在发生变化,党和政府已做出了系列决策部署。本研究认为,作为土地管理制度中重要的土地利用计划管理,已从最初的以耕地保护为主要目标转向耕地保护和保障区域高质量发展并重的双重目标。为实现此目标,同时使市场在资源配置中起决定性作用和更好发挥政府作用,需要在总结土地利用计划管理好经验、好做法的基础上,向土地利用计划管理中注入更多市场化因素。对此,在管理方式改革中聚焦于搭建土地指标交易平台、探索实施用地计划指标竞争择优机制、完善二级土地市场、健全全程监管体系等方面重点任务,并从完善基础体系、传导体系、联动体系、交易体系、实施体系五大体系方面深入推动改革措施落地实施。Land is an important production factor and an important carrier supporting high-quality regional economic development.Since the new era,in response to the coexistence of“differentiation”and“polarization”in regional economic development,the allocation of land resources has also been changing,and the Party and the government have made a series of decisions and deployments.This study argues that land use planning management,which is an important part of the land management system,has shifted from the initial objective of protecting arable land to the dual objective of protecting arable land and ensuring high-quality regional development.In order to achieve this goal and at the same time make the market play a decisive role in the allocation of resources and give better play to the role of the government,it is necessary to inject more markets into the management of the annual land use plan based on summarizing the good experience and good practices in the management of the annual land use plan.In this regard,the management reform should focus on the key tasks of building a trading platform for land indicators,exploring the implementation of a competitive merit-based mechanism for land use plan indicators,improving the secondary land market,sounding the whole supervision system,and promoting the implementation of reform measures in depth from five major systems,including the improvement of the basic system,the conduction system,the linkage system,the transaction system,and the implementation system.
