“三线一单”成果应用于规划环评的探索和实践——以海口国家高新技术产业开发区为例

摘　　要：目前,全国“三线一单”生态环境分区管控体系基本建立,国土空间全覆盖的生态环境管控格局基本形成。为加快“三线一单”成果应用,将规划环评与“三线一单”成果进行充分衔接,对提升环境准入体系的质量和效率具有重要意义。依托海口国家高新技术产业开发区规划环评工作实践经验,提出了规划环评与“三线一单”衔接需要遵循的基本原则、技术路线,以及重点关注的衔接内容和环节。研究成果可为构建规划环评与“三线一单”衔接技术体系提供重要支撑。The nation-wide ecological and environmental zoning management system of"Three Lines One Permit"has been basically established in China now.The pattern of ecological and environmental zoning management which is at the full territory coverage scale has been basically formed.To further accelerate application of"Three Lines One Permit"achievements,we should take the results of"Three Lines One Permit"applied to Planning Environmental Impact Assessment(PEIA),which has very important significance to improving quality and efficiency.According to PEIA of Haikou national high-tech industrial development zone in Hainan province,we have systematically summarized the recent practice and experience.In the paper,the basic principles,technical route,main contents of PEIA linking up"Three Lines One Permit"are proposed.The results also provide important support for forming a technical system of PEIA linking up"Three Lines One Permit".
