摘　　要：本文通过对宁夏和内蒙古两个自治区七年软件与信息技术服务产业发展数据的对比分析,发现内蒙古软件及信息技术服务产业正逐步被宁夏赶超,从产业政策、研究与试验发展(R&D)经费投入、产业人才支撑环境、政策落地执行力、高等教育投入等多个维度分析了制约内蒙古软件与信息技术服务产业发展的诸多因素,基于总书记在内蒙古系列讲话精神指导下,提出了内蒙古发展软件及信息技术服务产业的对策建议,并在内蒙古软件及信息服务产业发展路径上提出了较为系统的整体化解决方案。Through the comparative analysis of the seven-year development data of software and information technology service industry in Ningxia and Inner Mongolia,this paper finds that the software and information technology service industry in Inner Mongolia is gradually overtaken by Ningxia,from the aspects of industrial policy,R&D investment,industrial talent support environment,policy implementation This paper analyzes many factors restricting the development of software and information technology service industry in Inner Mongolia from multiple dimensions such as higher education investment,puts forward countermeasures and suggestions for the development of software and information technology service industry in Inner Mongolia under the guidance of the general secretary's series of speeches in Inner Mongolia,and puts forward a more systematic and integrated solution on the development path of software and information service industry in Inner Mongolia.
