论全过程人民民主的制度化法律化

摘　　要：全过程人民民主是习近平总书记提出的重大理念,既是对西方民主的超越,也是对我国人民民主理论的创新发展,这突出表现在强调人民民主的全程性,即民主主体的广泛性、民主生活的全域性、民主过程的持续性、民主流程的闭合性。用法律制度保障人民民主,是我国社会主义民主政治建设的一条基本规律。我国已形成完整的制度程序,但仍存在缺乏统筹规划、民主政治立法有待完善、促进和保障全过程人民民主的制度机制有待健全、党内民主制度建设有待加强等问题。建议加强顶层设计,加快民主政治立法,健全全过程人民民主制度机制,深入推进党内民主制度化,构建系统完备的全过程人民民主制度体系。The whole-process people’s democracy is a great idea put forward by General Secretary Xi Jinping.It is not only a transcendence of Western democracy,but also an innovative development of the theory of people’s democracy.It highlights the whole process of people’s democracy,that is,the universality of democratic subjects,the comprehensiveness of democratic life,the continuity of democratic process and the closes of democratic process.Using the legal system to protect people’s democracy is a basic law of China’s socialist democratic political construction.China has formed a complete system and procedure,but there are still some problems,such as the lack of overall planning,the further improvement of democratic political legislation,the improvement of the system and mechanism to promote and ensure the whole process of people’s democracy,and the improvement of the inner-Party democratic system.It is suggested to strengthen the top-level design,accelerate democratic political legislation,improve the people’s democratic system and mechanism in the whole process,deeply promote the institutionalization of the inner-Party democracy,and build a systematic and complete whole-process people’s democratic system.
