摘　　要：推进黄河流域高质量发展的空间治理就是要通过对流域内空间资源的控制、规划、干预和影响,调节流域内人口、经济、资源环境的空间均衡,实现黄河流域的持续、协调和稳定发展。黄河流域高质量发展与空间治理体系建设具有内在一致性。构建黄河流域空间治理体系有利于实现对流域国土空间的合理开发、科学利用和有序管理,从而化解流域经济空间分异的现实矛盾、助推区域经济协调发展、提升治理体系的现代化水平。黄河流域空间治理体系建设要聚焦科学化、系统化、多元化、民主化四项总体要求,构建科学严谨、流域统一的空间规划体系,围绕主体功能区建设优化区域经济总体布局,完善政府、市场、社会三者有机配合的空间治理模式。以高水平的科技手段、高素质的人才队伍、完备的制度保障和有效的政策体系为重要支撑,促进形成人口、经济、资源环境相协调的空间开发格局,推动黄河流域的高质量发展。The method of pushing the space governance of the high-quality development of the Yellow River Basin is to adjust space equilibrium of population,economy,resource and environment through control,planning,intervention and influence of the space resources in the region.Finally,it can achieve the sustained,coordinated and stable development of the Yellow River Basin.The high-quality development of the Yellow River Basin is consistent with the construction of its spatial governance system.The establishment of the spatial governance system of the Yellow River Basin is conducive to the rational development,scientific utilization and orderly management of this region.This can resolve the practical contradiction between different economic spaces,promote the coordinated development of the regional economy and improve the modernization level of the governance system.Space governance system construction in the Yellow River Basin should focus on the requirements of scientization,systematization,pluralization and democratization.Moreover,it should also build a scientific and unified spatial planning system,optimize the general layout of regional economy through construction of major functional zones,in order to improve the space governance mode with an a organic integration of the government,market and society.The essential support includes high-level technology,high-quality talent team,complete regulation system and effective policy system.The formation of spatial development pattern,with an coordination of population,economy,resources and environment can promote high-quality development of the Yellow River Basin.
