摘　　要：中办国办《关于在城乡建设中加强历史文化保护传承的意见》对加强历史文化保护传承做出了全面系统的部署,如何实现这一目标需要地方的积极实践与科学探索。以上海市历史风貌保护实践为研究案例,围绕历史风貌保护机制的特征、城市生活遗产保护面临的新挑战和新问题,以遗产保护经典理论和国际文件精神为理性基础,从城市生活遗产的概念认知、历史城区物质肌理维护、建成环境遗产可持续性、基于社区的城市生活遗产保护管理等方面,全面探讨了城乡文化遗产保护传承机制建设健全的基础理论与实现路径。"The opinions on strengthening the protection and inheritance of historic and cultural heritage in the urban and rural construction"by the General Office of the Central Committee of the CPC and the General Office of the State Council has made a comprehensive and systematic effort to promote historic and cultural protection and inheritance.How to achieve its goal requires active exercise and scientific exploration by the local governments.This paper takes Shanghai’s practice in historic townscape preservation as a case study and focuses on the present mechanism of historic preservation and new challenges and problems in the protection of living heritage.Based on the classic theories in heritage preservation and the guidelines laid out in the international documents,the paper comprehensively discusses the concept of urban living heritage,the maintenance of the urban fabric in historic areas,the sustainability of the built environmental heritage,community-based approaches to preservation and management,and the basic theories and implementation paths for establishing a sound mechanism of preserving urban and rural cultural heritages.
