高质量发展下金融体系效率及其影响因素研究--以渭南市为例

摘　　要：提高金融体系效率,推动金融体系转型升级,是新时代金融业面临的新挑战。文章结合渭南市金融业发展实际,从金融体系两大基本功能——动员储蓄和资源配置入手,采用变异系数法测算2008—2018年渭南市金融体系效率,并对其影响因素进行实证研究。研究表明:考察年间渭南市金融体系总体处于缓慢增长态势,主要来自金融资源配置效率的增长,而金融体系动员效率波动较大。金融总量、金融结构对渭南市金融体系效率具有促进作用,但政府干预、金融开放和金融生态产生了抑制作用。据此,提出推动金融业供给侧结构性改革、改善金融生态环境、发挥市场在金融资源配置中的决定性作用等措施,以提高渭南市金融体系效率,促进经济高质量发展。Improving the efficiency of the financial system and promoting the transformation and upgrading of the financial system are new challenges that the financial industry faces in the new era.Based on the actual development of the financial industry in Weinan City,the paper starts with the two basic functions of the financial system-mobilization of savings and resource allocation.The coefficient of variation method is used to measure the efficiency of Weinan’s financial system from 2008 to 2018,and to conduct empirical research on its influencing factors.The research shows that the overall financial system of Weinan City during the survey years was in a slow growth trend,mainly due to the increase in the efficiency of financial resource allocation,but the mobilization efficiency of the financial system fluctuated greatly.The total financial volume and financial structure have promoted the efficiency of Weinan’s financial system,but government intervention,financial opening and financial ecology have had a restraining effect.Accordingly,measures such as promoting the supply-side structural reform of the financial industry,improving the financial ecological environment,and giving play to the decisive role of the market in the allocation of financial resources are proposed to improve the efficiency of Weinan’s financial system and promote high-quality economic development.
