关于核安全标准定位和覆盖范围及核安全标准体系构建的建议

摘　　要：2018年,《中华人民共和国核安全法》发布实施,要求从高从严建立核安全标准体系。2019年,《中国核与辐射安全法规标准体系顶层设计》通过国家核安全局局长办公会审议,梳理了现行核安全法规标准,但对于核安全标准体系下一步构建的具体路径并未涉及。因此,本文在调研核安全法及相关行政法规的基础上,提出核安全标准的具体定义,结合法律和行政法规梳理了其覆盖范围,并提出了核安全标准体系构建的具体路径。In 2018, Nuclear Safety Law of the People’s Republic of China was promulgated, in which many clauses involved the field of nuclear safety standards. In 2019, the Top-level Design for the Nuclear and Radiation Safety Regulations and Standards System was approved at the meeting moderated by the Director of National Nuclear Safety Administration. It sorted out the current nuclear safety regulations and standards, but the specific path for establishing the nuclear safety standard system was not involved. Therefore, this article proposes the definition of nuclear safety standards on the basis of investigating the nuclear safety law and related administrative regulations, and proposes the specific measures for the establishment of the nuclear safety standards system.
