摘 要:针对目前海关在海运口岸监管领域存在的通关时效有待提高、码头基础条件薄弱、监管信息化水平较低等问题,本文以广州黄埔港码头为例,通过引入物联网、人工智能和大数据等新技术,优化作业流程、实现顺势监管,探索一套服务企业24小时通关的海运监管模式,拓展海关监管的时空范围,应用设备替代人,实现精准监管、顺势监管、智慧监管;同时建设"智慧监管"平台,创新"关""港""企"在"人""数""物"三方面的交互,通过信息化手段探索和实践海运口岸监管智能化的新路径。To solve the problem of customs clearance supervision at marine port, such as low customs clearance efficiency, poor port‘s infrastructure and low level of supervision informatization, this article takes Guangzhou Huangpu Port Terminal as an example, and explores a kind of maritime supervision models by using new technologies such as Internet of Things, artificial intelligence and big data technology to optimize operating procedures. The supervision models can provide 24-hour customs clearance services for enterprises, expand the time and space of customs supervision,and use equipment to replace manpower, to realize precise, homeopathic and intelligent supervision. At the same time, a "intelligent supervision" system will be built to practice a new path for the intelligentization of maritime port supervision with informatized means.
