国外团体标准监管经验及对我国的启示

摘　　要：我国正逐步推进团体标准监督管理体系建设,由大力提倡培育与发展团体标准转向强调团体标准的监管。本文梳理了美国和德国团体标准的建设以及团体标准监管实践的成功经验,并基于国外经验总结了对我国团体标准监管的启示。最后,从加强社会监督、强化团体标准组织自律、加强信息共享3个方面提出了有关政策建议。China is gradually promoting the construction of the supervision and management system of social organization standards with emphasis transferred from vigorously advocating the cultivation and development of social organization standards to supervision. This paper sorts out the construction of social organization standards and the successful experience of such standards supervision in the United States and Germany and summarizes the enlightenment to China based on these foreign experience. Finally, it puts forward relevant policy suggestions from three aspects: reinforcing social supervision,strengthening self-discipline of social organizations, and increasing information sharing.
