摘　　要：标准文献作为特种文献具有极高的情报研究价值,为了揭示技术标准中包含的大量技术发展脉络、水平以及有价值的情报信息,为政府和相关机构提供战略决策的依据,以4万余项现行中国国家标准为图谱构建的文献素材,采用权重λ=0.80的加权角度融合算法生成基于人工标注中文主题词(835)和中国标准分类号(825)的融合关系矩阵,应用复杂网络分析软件Gephi为布局可视化工具,在科技领域专家、战略情报专家和标准化专家的深度参与下,构建了标准文献结构图谱。通过从结构层面对中国国家标准进行的综合分析研判,形成了基础图谱、领域图谱和主题图谱,得出了十一五、十二五、十三五期间,实施标准数量最多和最少的领域,最热标准起草单位,最热标准归口单位,标准制定的热门领域和冷门领域。为国家和相关机构制定下一步的标准化战略提供了有力的信息支撑和数据支持。Standards literature as special literature has a high intelligence research value.The paper aims to reveal a large number of technological development contexts,levels and valuable intelligence information contained in technical standards,and provide the basis for strategic decision-making for the government and related agencies.More than 40,000 current Chinese National Standards are used as literature materials for the construction of the mapping,and the weighted angle fusion algorithm with weightλ=0.80 is used to generate a fusion relationship matrix based on manual labeling of Chinese subject terms(835)and Chinese Standard Classification Number(825).Application Complex network analysis software Gephi is a layout visualization tool.With the deep participation of experts in the field of science and technology,strategic intelligence and standardization,a standard map has been constructed.Through the comprehensive analysis and judgment of Chinese National Standards from the structural level,the basic map,domain map and theme map are formed.The areas with the largest and smallest number of implemented standards,the hottest standard drafting unit,the hottest standard focal point,the hot and unpopular areas of standard development during the 11 th,12 th,and 13 th Five-Year Plan are obtained.It provides strong information and data support for the government and related agencies to formulate the next standardization strategy.
