摘　　要：以赛事特征和安保深度融合为视角,运用竞赛管理、治安管理、情报分析、风险管理等相关理论分析北京冬奥会赛事特征,探讨做好安保工作的具体需求,为制定北京冬奥会安保策略提供理论依据。主要采用专家调查法开展赛事特征、风险识别和安保需求分析,研究发现:北京冬奥会赛事参与对象多样性,项目的高竞争性,地区环境的宽广性、开放性等特征,使冬奥会面临较大的自然风险、社会风险、政治风险、技术风险。参与对象多样性要求做好要人保卫、保障参赛及观赛人员安全、强化安保人员培训;地域宽广性和开放性特征,需重点做好重要场所安保、交通线路安保、社会面安全治理工作;场馆新建改建率高需重点做好场馆建设规划和风险防控工作;项目竞争性则要求重视安保国际合作。This study aims to analyze the features of the Beijing 2022 Olympic Winter Games and its security needs from the perspective of integrating event features and security by applying relevant theories regarding competition management,public security management,intelligence analysis,and risk management.The study is expected to provide theoretical basis for formulating security strategies for the Beijing 2022 Olympic Winter Games.Expert investigation is adopted as the research method and the study finds that the Beijing 2022 Olympic Winter Games is characterized by diverse participants,highly competitive events and an open regional environment,which pose great natural,social,political and technological risks to the Games.The diversity of participants requires ensuring the safety VIPs,participants and spectators,and also proper training for security personnel.The open geographical environment requires security governance of important places,traffic routes,and the society at large.The construction and remodeling of venues require a focus on planning and risk management;the competitiveness of the events requires international cooperation in security.
