基于脱钩评价模型的西安市旅游经济与生态环境压力关系研究

摘　　要：近年来,西安市旅游业发展迅速,成为西安市重要产业之一。良好的生态环境不仅是旅游业发展的前提,也是社会发展的基础,随着人们环保意识的提升,地区经济发展与生态环境间的关系受到越来越多的关注。西安地处我国西部地区,生态环境脆弱,在开发过程中一旦遭到破坏,恢复较为困难。同时,由于本地历史文化旅游资源丰富,特色优势明显,旅游业发达。因此,探究西安市旅游经济与生态环境间的关系显得尤为重要。利用“脱钩”理论,采用层次分析法设计旅游经济和生态环境压力评价系统,采用熵值赋权法确定各指标权重,通过构建Tapio脱钩模型,对西安市2010—2019年的脱钩弹性值进行计算,并每两年计算其生态环境压力综合指数变化率(ΔEEPI)和旅游经济发展综合指数变化率(ΔTEI),得到西安市旅游经济和生态环境压力的脱钩状态。最后,根据研究结论从调整产业结构,转变经济增长方式和树立生态环境保护意识三方面提出了相关建议,以促进旅游经济和生态环境的协调发展。In recent years,Xi′an tourism has developed rapidly and become one of the important indus-tries in Xi′an.A good ecological environment is not only the premise of tourism development,but also the foundation of social development.With the improvement of people's awareness of environmental pro-tection,the relationship between regional economic development and ecological environment has attracted more and more attention.Xi'an is located in the western region of China,the ecological environment is fragile,once it is damaged during the development process,it will be difficult to recover.At the same time,due to the rich local historical and cultural tourism resources,obvious characteristics and advantag-es,it has a developed tourism industry.Therefore,it is particularly important to explore the relationship be-tween tourism economy and ecological environment in Xi'an.Using the"decoupling"theory,the analytic hierarchy process is used to design the pressure evaluation system of tourism economy and ecological en-vironment,the entropy weighting method is used to determine the weight of each index,and the decou-pling elasticity of Xi'an from 2010 to 2019 is calculated by constructing the Tapio decoupling model,the change rate of comprehensive index of ecological environmental pressure(ΔEEPI)and the change rate of comprehensive index of tourism economic development(ΔTEI)are calculated every two years to ob-tain the decoupling state of tourism economy and ecological environmental pressure in Xi'an.Finally,ac-cording to the research conclusions,relevant suggestions are proposed from three aspects:adjusting the in-dustrial structure,changing the mode of economic growth and establishing the awareness of ecological and environmental protection,so as to promote the coordinated development of tourism economy and eco-logical environment.
