摘　　要：结合福利效应理论,采用统计分析与空间分析方法,在探析国内森林碳汇项目开发整体现状及其典型特征的基础上,揭示我国森林碳汇发展存在的主要问题。结果表明,我国森林碳汇项目开发以造林为主、森林经营为辅,华中和西南地区是我国森林碳汇项目实施的重点区域,项目周期以中短期为主,项目开发增速有所放缓。当前我国森林碳汇发展面临的主要问题是项目开发进展缓慢且份额占比不高、项目实施成效未能兼顾公平与效率、项目非碳效应评估监测机制不完善、项目设计层面人地差异性体现不足。最后,针对性地提出推动森林碳汇可持续发展的政策建议,以期为我国深入发展森林碳汇提供现实依据,为我国森林碳汇政策创新提供决策参考。Combined with the welfare effect theory,this paper uses statistical analysis and spatial analysis methods to analyze the overall status and typical characteristics of domestic FCS project development,and reveals the main problems existing in the development of FCS in China.The results show that FCS project development in China is mainly afforestation,supplemented by forest management.Central and southwest are the key areas of FCS project implementation in China.The project cycle is mainly in the short and medium term,and the growth rate of project development has slowed down.At present,the main problems of FCS development in China are the slow progress and low share of project development,the failure to take into account equity and efficiency in project implementation,the imperfect evaluation and monitoring mechanism of noncarbon effect of projects,and the lack of human land differences in project design.Finally,this paper puts forward some policy suggestions to promote the sustainable development of FCS,so as to provide practical basis for the further development of FCS in China,and provide decision-making reference for policy innovation of FCS in China.
