战略性新兴产业政策何以导致重复性建设--以卫星导航产业政策为例

摘　　要：战略性新兴产业是引领中国经济社会发展至关重要的产业,近年来,各地政府纷纷出台战略性新兴产业政策,产业发展过程随之出现重复性建设问题,引起政策部门与学界的高度关注。本文以卫星导航产业为分析对象,对卫星导航产业政策文本做计量分析,并引入多重制度逻辑分析框架,挖掘产业政策与重复性建设产业现象之间的内在联系。研究发现,中国卫星导航产业仍处于产业发展的初期阶段,产业发展过程是国家逻辑、科层逻辑与市场逻辑三重逻辑的互动过程。国家逻辑和科层逻辑的互动使得政策制定与政策执行之间产生政策缝隙,地方政府对复杂政策目标选择性化简,为市场逻辑提供了空间,导致企业政治寻租与市场过度投资,最终导致重复性建设。Strategic emerging industries are crucial industries leading China's economic and social development forward.With the introduction of strategic emerging industry policies in local governments,the problem of repetitive construction in China's strategic emerging industries has aroused great attention from policy departments and academia in recent years.Based on quantitative analysis of the policy text,this paper focused on the satellite navigation industry and introduced the framework of multiple institutional logic analysis so as to excavate the internal connection between the industrial policy and the repetitive construction industry phenomenon.It is found that China's satellite navigation industry is still in the initial stage of industrial development,and the industrial development process is an interactive process of national logic,bureaucratic logic and market logic.The interaction between national logic and bureaucratic logic generated policy gaps between policy formulation and policy implementation.Therefore,local governments selectively simplified the complex policy objectives and provided space for market logic.Then the enterprise political rent-seeking and over-investment in market were encouraged,which ultimately led to phenomenon of repetitive construction.
