摘  要:流域生态补偿对中国污染防治有着重要意义。为检验流域生态补偿在省级层面的政策影响效应以及作用机制,运用合成控制法(SCM)对江苏省率先推行的“水环境区域补偿政策”进行研究。研究发现:江苏省的“水环境区域补偿政策”显著且持续改善了自2016年之后的水污染强度,该政策使水污染强度年平均下降幅度最高达到5.85%;机制分析表明,“水环境区域补偿政策”主要通过提升经济水平、加强公众环保意识以及增加国有企业占比这三大途径减少污染型工业企业排污。研究为流域生态补偿制度从单个流域试点到省级层面推广提供了有效证据,同时为中国运用流域生态补偿制度打赢污染防治攻坚战提供了理论支持。Watershed ecological compensation plays an important role in pollution prevention and control in China.In order to test the policy effect and mechanism of watershed ecological compensation at provincial level,the"regional compensation policy for water environment"first implemented in Jiangsu province is studied by using synthetic control method(SCM).The results show that the"regional compensation policy for water environment"has significantly and continuously improved water pollution intensity in Jiangsu province since 2016,with the maximum annual average decrease of 5.85%;the mechanism analysis shows that the"regional compensation policy for water environment"mainly reduces the discharge of polluting industrial enterprises by developing economic level,strengthening public awareness of environmental protection,and increasing the proportion of state-owned enterprises.This study provides effective evidence for the promotion of watershed ecological compensation system from individual watershed pilot to provincial level,and provides theoretical support for China to use watershed ecological compensation system to win the battle of pollution control.
