交通视角下防御单元的适应性规划策略--基于突发公共卫生安全事件的思考

摘　　要：在新冠肺炎疫情中,社区作为疫情防控的基本单元发挥了重要作用。为了进一步完善基本防灾单元建设,保障不同疫情传播阶段中各防御单元居民生活、就医等出行需求,有必要构建突发公共卫生事件下社区防御单元的交通适应性管控策略。借鉴国内外防灾单元建设经验,从交通视角提出防御单元划定方法。以防御单元为尺度组织分阶段交通优化方案:潜伏初期的交通预警,快速传播期的交通禁行与交通专线组织,持续传播期的社区定制公交模式与开行方案,恢复结束期的预约公交运营方案与满载率控制标准等。交通视角下防御单元的适应性规划策略可以为提高城市防灾应急能力、构建城市防灾体系提供借鉴。During the outbreak of COVID-19,the community as the basic unit of the pandemic preven-tion and control has played an important role.In order to further improve the construction of basic di-saster prevention units and serve the residential travel demands of pandemic prevention units in differ-ent pandemic spread stages,it is necessary to construct the adaptive traffic control strategy of commu-nity defense units under public health emergency.Based on the experience of disaster prevention units at home and abroad,this paper puts forward the delimitation method of pandemic prevention units from the perspective of travel.Phased traffic optimization schemes based on the defense unit are pro-posed,namely traffic warning in the early stage of latency,traffic ban and traffic special line organiza-tion in the propagation period,customized community bus and operation scheme in the continuous propagation,reserved bus operation scheme and full load rate control standard at the end of recovery period,and etc.The adaptive planning strategy can provide guidance for improving urban disaster pre-vention,emergency response ability,and constructing urban disaster prevention system.
