摘 要:理论模型分析表明:传统村落活化作为一种混合性质的产品,其市场融资动力是不足的,而且这种市场融资动力受到传统村落自身活化成本、所处地理位置、自身文化遗产价值、村民收入水平等内部特征因素和政府、社会支持力度等外部特征因素的影响。一般来说,传统村落活化的难度越大、成本越高、地理位置越偏远,私人或市场融资的动力越不足,反之亦然;传统村落自身文化遗产价值越高、村民收入水平越高、政府和社会等外部力量支持的力度越大,私人或市场融资的动力越足,反之亦然。政府机构专项调查数据、基于样本数据的实证分析结果、案例考察都支持了理论模型分析得出的这些结论。根据理论结论,为实现传统村落活化的最优融资量,完成活化目标,可采取如下举措:一是合理配置财政资源,因地制宜发挥政府助推市场动力的主导作用;二是完善政策和管理,最大限度增强企业、村民等市场主体的融资动力;三是倡导社会责任,有效驱动社会力量,弥补市场融资动力的不足。Theoretical model analysis shows that traditional village activation is a product with mixed nature,and its motive force of market financing is insufficient.The motive force is influenced by the internal characteristic factors such as the traditional village’s own activation cost,its geographical position,its own cultural heritage value,the villagers’income level and the external characteristic factors such as the strength of government or social support.In general,the greater the difficulty,the higher the cost,the more remote the location,the less the incentive for private or market financing will be,and vice verse.The higher the value of the traditional village’s own cultural heritage,the higher the income level of the villagers,the greater the support from the government or the society,the stronger the motive force of the private or market financing will be,and vice verse.The results of special survey data,sample data correlation analysis and case study all support these conclusions.Therefore,in order to achieve the optimal amount of financing for the activation of traditional villages and achieve the goal of the activation,first,it is necessary to allocate government financial resources rationally and give full play to the government’s leading role in boosting market force.Second,it is necessary to improve policies and management to maximize the financing force of enterprises,villagers and other market players.Third,it is necessary to advocate social responsibility and effectively drive social force to make up for the lack of market motive force.
