摘　　要：数字时代背景下,基于个人信息保护,结合个人信息特质,兼顾个人信息利用价值,探讨匿名化个人信息处理的正当性问题已不可回避。为此,有必要系统分析相关立法,结合匿名化技术,在维护个人信息主体合法权益基础上设计出匿名化个人信息处理的正当性规则,通过审慎界定个人信息概念、确立可具执行性的匿名化标准等综合举措,实现个人信息保护同个人信息利用间的平衡,促进我国数字产业良性发展。In the context of the digital age,it is inevitable to discuss the legitimacy of anonymized personal information processing based on the protection of personal information,combining the characteristics of personal information,and taking into account the value of personal information.For this reason,it is necessary to systematically analyze relevant legislation,combine anonymization technology,and design the legitimacy rules for anonymized personal information processing based on the protection of the legitimate rights and interests of personal information subjects.Through prudently defining the concept of personal information and establishing enforceable anonymization standards and other comprehensive measures,we can achieve a balance between personal information protection and personal information utilization,and promote the healthy development of China's digital industry.
