摘　　要：自1915年到1949年,民国时期清华图书馆创立了中国现代图书馆购书预算制度,制定、执行科学的文献购置管理方法,并在实践中不断修改完善,逐渐形成了以荐购为主的文献购置制度。该制度在清华的推行是美国现代管理思想与中国本土图书馆相结合的产物,具体表现为:实施理念设计上体现了灵活和商议制,推行方式最终实现了“自上而下”,组织形式采用普遍参与和教授为主相结合,目标上追求入藏高质量专业文献,配套保障方面具有重视书目和访书人作用等特点。From 1915 to 1949,during the period of the Republic of China,Tsinghua Library established the book purchase budget system for modern Chinese libraries,formulated and implemented scientific literature purchase management methods,and continuously revised and improved them in practice,gradually forming a book purchase system focusing on purchase recommendation.The implementation of this system in Tsinghua University is the product of the combination of modern American management ideas and Chinese local libraries.The specific manifestations are:the implementation concept design reflects flexibility and deliberation,the implementation method finally realizes"top-down".It adopts a combination of general participation and professors in organizational form,and aims to pursue high-quality professional literature in the collection.In terms of supporting guarantees,it has the characteristics of attaching importance to bibliography and the role of visitors.
