基于受众满意度视角的城市体育公园使用后评价研究

摘　　要：近年来强调以满意度等软性指标的受众主观评价模式来解决公共服务绩效评估中存在的资源浪费、形式主义和官僚主义等顽疾,已经成为业界和学界的共识。基于此,本研究从受众满意度视角出发,以"使用后评价"为理论切入点,采用问卷调查法和观察法构建城市体育公园使用后受众满意度评价指标体系,并以沈阳奥林匹克公园为空间样本进行评价应用,在此基础上划分满意度评价结果区域,提出城市体育公园改造原则与顺序。研究结论:1)评价指标体系包括整体环境品质、自然景观环境、运动休闲设施、配套服务设施4项基本要素和31项评价指标;2)评价结果区域包括继续保持区、一般改进区和重点改进区3个分区;3)改造原则与顺序:根据预算和条件,按照梯度改造原则,优先改造重点改进区指标,适度发展一般改进区指标,维持继续保持区指标。In recent years,the audience subjective evaluation models with soft indexes such as satisfaction degree have been adopted to solve the stubborn problems like resource waste,formalism and bureaucracy existing in public service perfor-mance evaluation,which becomes the consensus of industry and academic circles.Based on this,from the perspective of audience satisfaction,this study takes“post-occupancy evaluation”as the theoretical starting point,and constructs the audience satisfaction evaluation index system of urban sports parks by using the methods of questionnaire and observation.Taking Shenyang Olympic Park as a spatial sample for evaluation and application,and on this basis the satisfaction evaluation result areas are divided,and the transformation principles and sequence of urban sports park are put forward.Research conclusions are as follows:1)The evaluation index system consists of 4 basic elements including overall environmental quality,natural landscape environment,sports and leisure facilities and supporting service facilities and 31 evaluation indexes;2)The evaluation result area includes three sub areas:continuous maintenance area,general improvement area and key improvement area;3)Transformation principle and sequence:according to the budget and conditions and the principle of gradient transformation,priority should be given to the transformation of key improvement area indicators,general improvement area indicators should be moderately developed and area indicators should be continuously maintained.
