摘　　要：为实现电力系统规划的科学性、规范性、前瞻性,深化电力系统市场改革,分析了市场化条件下的输电网与配电网规划思路,提出了提升电力系统规划水平的策略:满足市场发展需要,做好电力系统规划的顶层设计,根据能源条件,加强供电系统的梯次配备规划,按照区域需求,匹配输电系统的最佳传输效能,综合能源调控,增强电力供给规划的可持续性,以输配电系统为基础,做好市场调研分析,根据区域发展情况,整合先进的电力建设技术,为电力系统规划提供创新思路和方式,确保电力系统设计规划合规、合法、合理,实现社会电力资源的合理化配置,保障电力企业的经济效益,为电力运营安全创造条件。In order to achieve the scientificness,normalization and foresight of electric power system,and deepen the reform of electric system market,the study analyzes the thinking path of power transmission and distribution network under marketization condition;and proposes the strategies of the improvement of electric power system planning level,i.e.to satisfy market development demand,do well in the top level design of power system planning,promote the echelon distribution planning of power system according to energy condition,distribute the best transmission efficiency of power transmission system,comprehensively regulate and control energy,promote the continuity of electric power supply planning,do well in marketization investigation and research analysis based on power transmission and distribution system,integrate advanced power electric construction technology according to regional development situation,in order to provide innovative thinking and method of electric power system planning,ensure the compliance,legality and rationality of the planning of electric power system design,realize the rational distribution of social electric power resource,guarantee the economic benefit of power enterprise,and provide condition for the security of electric power operation.
