超大城市科技新城建设中城市更新协同发展研究——以北京市怀柔区为例

摘　　要：随着高质量发展成为我国城市发展的根本目标,超大城市已经进入空间治理新阶段,推动科技新城建设与城市更新协同发展是引领区域高质量一体化的重要内容。怀柔科学城是北京建设国际科技创新中心的核心支撑之一,当前,怀柔科学城建设和老城区城市更新都处于起步阶段,提高新老城协同发展水平具有重要的研究意义和实践价值。在分析怀柔科学城主要特质、老城区城市更新及新老城区协同发展面临的突出问题的基础之上,构建科技新城建设与城市更新协同发展的作用机制,并从突出协同发展理念、深化产业分工协作、强化创新空间共建共享、完善协同治理机制等方面提出对策建议。In China,the High-quality Development goals oriented urban development is showing a new stage of spatial governance.The development of a science town and the collaborative development in urban renewal are important contents in regional high-quality integration.The Science Town in Huairou District,Beijing,has been one of the core projects which may realize the plan of developing the international innovation center of the capital city.At present,the Science Town is under construction.The study is of both research and practical significances in revealing the mechanism of collaborative development between original city quarter and new Science Town.Based on the analysis of the characteristics of Science Towns,as well as the relationships between the original Huairou city and the new Science Town,the paper has established an interactive collaborative mechanism of the Science Town development and urban renewal.Policy recommendations on collaborative development concept,industrial division and cooperation,sharing of innovation spaces,and collaborative governance mechanism have been proposed.
