中国智慧城市试点政策对城市发展质量的影响——基于韧性发展的视角

摘　　要：以我国2012年以来先后启动的三个批次的智慧城市试点政策为准自然实验,基于2005—2019年中国231个地级市的面板数据,运用多期双重差分法,从韧性发展视角考察了智慧城市试点政策对城市发展质量的影响。结果表明:智慧城市试点政策的实施能够显著提升城市发展质量,并在一系列稳健性检验下成立。智慧城市试点政策能够通过互联网集聚和绿色技术创新来提高城市发展质量。基于不同的城市特征和地区规模,智慧城市试点的政策效应具有显著的异质性,且基础设施薄弱的城市也能通过智慧网络体系规划实现城市高质量发展。智慧城市试点政策存在显著的正向空间溢出效应。因此,合理扩大智慧城市试点范围,因地制宜规划城市智慧网络体系,对于城市实现韧性和智慧兼容,防范系统性风险,进而促进城市高质量发展具有重要意义。Based on the panel data of 231 cities in China from 2005 to 2019,this paper investigates the effect of smart city pilot policy on the quality of urban development from the perspective of resilience development by using multi-period differences-in-differences method,taking three batches of smart city pilot policy launched successively since 2012 as quasi-natural experiments.The results show that the implementation of smart city pilot policy has a significantly positive effect on improvement of the quality of urban development,and it still holds up under a series of robustness tests.Smart city pilot policy can drive the improvement of urban development quality through Internet agglomeration and green innovation.Based on different city characteristics and regional size,the policy effect of smart city pilot has significant heterogeneity,and cities with weak infrastructure can also achieve high-quality urban development through smart network system planning.The smart city pilot policy has a significant positive spatial spillover effect,and it has a positive impact on the improvement of the development quality of surrounding cities.Therefore,expanding the scope of the pilot wisdom city,planning the urban intelligent network system,adjust measures to local conditions for city realize toughness and wisdom compatible guard against systemic risk and promote the development of the city of high quality is of great significance.
