云南农用地土地补偿标准执行区片综合地价政策研究

摘　　要：自2009年云南省出台征地统一年产值和区片综合地价补偿(试行)标准以来,省内水利水电项目农用地土地补偿标准执行的政策也在移民条例和地方标准中出现过渡。2020年11月9日,云南省正式发布《云南省自然资源厅关于公布实施全省征收农用地区片综合地价的通知》,全面实施区片综合地价制度,将征收农用地区片综合地价规定为征收农用地的唯一补偿形式。通过对新地价制度的分析研究,结合水利水电项目土地补偿特点,提出新时期下土地补偿标准的思考和建议。Since Yunnan Province issued the unified annual output value and comprehensive land price compensation standard for land acquisition in 2009,the policy of implementing the standard for agricultural land compensation for water conservancy and hydropower projects in Yunnan Province has also transitioned in the immigration regulations and local standards.On November 9,2020,Yunnan Province officially issued the Notice of Yunnan Natural Resources Department on Publishing and Implementing Comprehensive Land Price for Agricultural Land Expropriation in Yunnan Province.Yunnan Province has begun to implement comprehensive land price system in all areas,and the comprehensive land price for expropriated agricultural land is stipulated as the only compensation form for expropriated agricultural land.Through the analysis and Research on the new land price system and the characteristics of land compensation for water conservancy and Hydropower projects,the paper puts forward some thoughts and suggestions on land compensation standards in the new period.
