摘　　要：经过20年的探索,我国水权水市场改革取得了一系列进展,但水权制度体系仍不健全,水市场的发育水平较低。针对当前水权水市场改革面临的困难,提出"三权分置"水权制度改革的创新设计,推荐作为未来中国水权水市场制度建设的实施路径。"三权分置"水权制度能够以较小的改革成本和更低的改革风险,解决目前水权水市场改革中面临的难题,将我国的水权水市场改革转向更为科学和可行的路径。After 20 years of practices, a series of progress has been seen in water right and market reform in China,but the system is still imperfect and the level of water market development is relatively low. In view of the challenges faced by current water right and market reform, an innovative approach of “separation of three rights” is proposed and recommended as the implementation path of water right and market system construction in the future. The approach of“separation of three rights” may help to deal with problems encountered in the present reform with less cost and lower risk, so as to reach a more scientific and feasible path.
