摘　　要：我国每年污水排放量巨大,将污水纳入水资源体系中进行管理,实施污水资源化利用,可为缓解当前我国水资源短缺矛盾提供重要保障。《关于推进污水资源化利用的指导意见》从水资源、水环境、水生态等多方面对污水资源化利用提出了新目标和新要求,为化解经济社会可持续发展提供了新方案。针对该意见,从污水资源化利用的背景、意义、难点等方面进行分析,提出实际工作中的理解及具体建议,为帮助各级部门进一步了解和落实,组织开展污水资源化利用工作提供参考。There is a huge amount of sewage discharge in China every year. Bringing sewage into the water resources system for management and implementing the utilization of sewage resources can provide an important guarantee for alleviating the current contradiction of water resources shortage in China. The recently issued "guidance on promoting the utilization of sewage resources" puts forward new goals and requirements for the utilization of sewage resources from the aspects of water resources, water environment and water ecology, provides a new scheme for solving the problem of sustainable economic and social development. In view of this opinion, this paper analyzes the background,significance, difficulties and other aspects of sewage resource utilization, and puts forward the understanding and specific suggestions in practical work, so as to provide reference for departments at all levels to further understand,implement and organize sewage resource utilization.
